Over the past several
months, Administrative and Budget staff have provided
periodic updates on issues related to the FY 2009 and FY
2010 budgets during the Board of Supervisors’ monthly work
sessions. For the January 8, 2009, work session, staff will
provide updates on: (1) the status of the Landfill
Enterprise Fund, (2) impact of proposed State reductions for
FY 2010, (3) identification of projects for possible
stimulus funding and (4) administrative plans to continue
the budget reviews leading to the submission of the County
Administrators recommend budget at the end of February.
At the previous work session
information was requested about the staffing levels at the
landfill. Attached is a chart that shows the changes that
have taken place in permanent and temporary positions. In
preparing the FY 2010 Landfill budget it is obvious that,
without some improvement in revenue from the sale of
recycled materials and in construction and demolition debris
tonnage, further changes including the possible termination
of some recycling activities will be needed. This issue
will again be reviewed in March 2009 which will provide some
additional experience on which to base revenue estimates for
the July 2009 thru June 2010 time period.
Also attached is information
concerning the possible impact of further State budget
reductions.
Like most local governments
we have also been identifying possible projects that may be
candidates for stimulus funding. Staff has been in contact
with County departments, Water and Sanitation Authority and
the Schools to compile a listing of projects that could be
ready to be bid in a relatively short time period. The list
of projects identified will be distributed at the meeting. |
